This Design-Build project was completed in two phases. Phase 1 comprised the construction of a new LEED Gold office building to house multiple tenants in downtown High River. The new building replaces the previous Provincial Building as well as the Foothills School Division Building, both of which were badly damaged in the 2013 flood. The office building totals approximately 33,400 square feet and is three-storeys tall, sitting atop a new open-air parking structure for approximately 40 cars.

In addition to the Foothills School Division, the new building includes space for Agriculture and Forestry, Fish & Wildlife Enforcement, Children Services, Transportation and Vehicle Enforcement, Community Corrections, Government of Alberta support services, and associated community amenities.

Phase 2 comprised the demolition of the existing Foothills School Division office, located kitty-corner to the new facility, and the installation of surface parking in its place.
