Introducing MAP: Our New Financing and Delivery Framework

Graham’s Municipal Asset Partnership (MAP) is an innovative financing and delivery framework designed to help municipalities deliver essential rate-based infrastructure projects quickly and efficiently, while retaining control of the asset. MAP is therefore ideal for water and wastewater infrastructure projects.

Exclusive to Graham, MAP is fully customizable for any size of municipality and project. This legal, financial, and accounting framework is underpinned by a 50/50 partnership, allowing projects to be developed, financed, and delivered with the municipality retaining full control of the entire process. Ideal for projects with a construction and financing component, Graham’s MAP can also be extended to address front-end design requirements and long-term operations and maintenance services.

We structured MAP as an alternative to typical private partnership arrangements, addressing issues such as:

Control: the municipality owns the infrastructure and retains all long-term financial benefits
Structuring: municipal borrowing limits are preserved for maximum flexibility
Scalability: can be applied to projects as small as $20M and scaled up to any size
