QEII and 65 Avenue Interchange in Leduc Reaches Substantial Completion

Graham is proud to announce that the QEII and 65th Avenue Interchange in Leduc, Alberta has reached Substantial Completion, marking a major milestone since construction began in fall 2022.

This significant project delivered more than 10 kilometres of new roadway and multi-use trail (MUT) infrastructure, along with two kilometres of rehabilitated roadway. Key components include a 170-metre bridge crossing the QEII, roundabouts at both ends of the corridor, multiple signalized intersections, over 90 new streetlights, underground drainage systems, and an 800-metre noise barrier wall to protect neighbouring residential areas.

Strategic Location and Complex Scope

Located adjacent to the Edmonton International Airport (EIA) on the west side of the QEII, the project required relocating the airport’s primary security line before greenfield construction could begin near the end of the runway—without impacting air traffic. The new infrastructure connects to the existing Airport Perimeter Road at 21st Street, the QEII on- and off-ramps, and Grant MacEwan Boulevard and 65th Avenue.

On the east side, the work included realigning QEII off-ramps, widening and reconstructing roadway segments, and installing a roundabout and two sets of traffic signals on 50th Street and 65th Avenue while maintaining public traffic flow. Power lines were relocated to support new streetlighting. A new bridge, constructed beside the existing 50th Street bridge, now carries southbound traffic, while the original structure serves northbound vehicles. This new bridge includes a barrier-separated shared-use path and features an MSE wall for embankment support.

Earthworks and Engineering Challenges

Extensive earthworks were required across both active roadway and greenfield areas. After stripping native material, it was determined that only the topsoil could be reused, necessitating the import of over 700,000 m³ of borrow fill that met Alberta Transportation specifications. This material supported the new roadways, MUTs, and bridge embankments, followed by a settlement monitoring period.

The team also managed multiple Crossing Agreements involving high-pressure gas, water, and utility lines. To protect this infrastructure, 800 precast pipeline protection slabs were installed, requiring precise coordination with pipeline owners and specialized installation equipment. Environmental grading was incorporated to control and mitigate runoff throughout construction.

Environmental Stewardship

Working in an area with elevated clubroot risk, Graham implemented a comprehensive ECO Plan that included equipment cleaning protocols and measures to prevent contamination.

The project boundary also included sensitive wetlands, a tributary creek, and red-tailed hawk nesting areas, requiring rigorous environmental controls. Pre-construction sweeps safeguarded avian, amphibian, and aquatic species, with relocations performed in accordance with Alberta Environment requirements.

Erosion and sediment control measures included straw wattles, tackifier on stockpiles, erosion blankets, silt fencing, turbidity monitoring, and protection systems for catch basins and wetland interfaces.

Safety and Aviation Coordination

Due to the project’s proximity to EIA, Graham secured clearance from both airport authorities and NavCanada for equipment exceeding height restrictions—as low as 20 feet in certain areas—requiring modifications to standard construction practices.
