Mapleton Water and Wastewater Upgrades

Project Overview

The Mapleton Water and Wastewater Upgrades project is a series of critical infrastructure improvements being delivered in partnership with the Township of Mapleton, Ontario. Through Graham Capital’s Municipal Asset Partnership™ (MAP™) framework, Graham Capital and Graham Construction worked collaboratively with the Township to finance, develop, and advance the program to financial close.

The project is being delivered using an Early Contractor Involvement (ECI) approach, allowing the team to integrate construction planning, real-time cost input, and constructability reviews throughout design development. This collaborative process supported proactive problem-solving and alignment between project stakeholders as the scope evolved.

These upgrades will play a significant role in supporting long-term growth in the region by increasing water and wastewater servicing capacity for future residential development. As municipalities across Ontario respond to increasing housing demands, the project will help enable Mapleton’s long-term growth objectives and support broader provincial housing targets.

Wastewater Treatment Plant Upgrades

At the existing Mapleton Wastewater Treatment Plant (WWTP), the project includes major upgrades to expand treatment capacity and improve operational performance. Work involves shoring, excavation, and concrete construction within the existing lagoon system, along with the construction of new Moving Bed Biofilm Reactor (MBBR) tanks and installation and commissioning of the MBBR treatment system. The scope also includes an expansion to the control building and upgrades to the facility’s mechanical and electrical systems.

Water Treatment Plant Upgrades

Upgrades to the Moorefield Water Treatment Plant (WTP) will improve system reliability and support future demand. The project includes the addition of a potable water standpipe, expansion of the existing control building, and mechanical and electrical upgrades throughout the facility.

New Drayton Sewage Pump Station

The project also includes the greenfield construction of a new sewage pump station and holding tank in Drayton. Supporting infrastructure includes a new control building and public washrooms that will serve both the facility and the adjacent public park. Construction of the pump station requires temporary shoring and careful coordination to support safe excavation and installation activities.

River Crossing and Forcemain Infrastructure

A new river crossing forcemain will be installed beneath the Grand River to transfer sewage flows from the existing pump station to the new Drayton Sewage Pump Station. Installation of the crossing requires a temporary river diversion to facilitate construction activities.

In addition, a new sewage forcemain will be constructed between the new Drayton Sewage Pump Station and the Mapleton Wastewater Treatment Plant. The new pipeline will increase system capacity while replacing aging infrastructure. The open-cut installation traverses multiple properties and requires extensive stakeholder coordination and construction planning throughout the corridor.
