Project Overview

The Spokane County Crisis Relief and Sobering Center is a purpose-built facility in Spokane, Washington, designed to support a more integrated, community-based approach to behavioral health care. The project brings together a range of services in a single location, improving access to care for individuals experiencing crisis while supporting more coordinated response across the system.

Design and Delivery

Graham is serving as Design Manager and General Contractor, working in collaboration with a multidisciplinary team that includes Bernardo Wills Architects, Stantec, Apollo Mechanical / MW Engineers, Arc Electric / PAE Engineers, DCI, and True Edge. The integrated team approach supports alignment between design, construction, and operational requirements throughout the project.

Scope of Work

The project includes both renovation and new construction, delivering a 17,000-square-foot Crisis Relief and Sobering Center. The facility is designed to accommodate a wide range of functions, including a public walk-in entrance, dedicated first responder drop-off, private clinical service areas, sobering rooms, treatment spaces, and restroom and shower facilities.

Operational efficiency and safety are central to the design, with integrated staff observation stations and a secure intake process supporting both patient care and staff workflows.

Integrated Care Model

The facility is designed to operate on a 24-hour, no-refusal basis, providing immediate access to care for individuals in crisis. It supports both voluntary walk-ins and coordinated first responder drop-offs, enabling a more responsive and flexible intake process.

By consolidating crisis stabilization, sobering services, and clinical treatment into a single facility, the center improves care coordination and reduces response times, helping ensure individuals receive appropriate care in a timely manner.

Community Impact

The Crisis Relief and Sobering Center plays an important role in Spokane County’s broader behavioral health and public safety strategy. By providing an alternative destination for individuals in crisis, the facility helps reduce reliance on emergency departments and correctional systems, allowing those resources to focus on higher-acuity needs.
